Re: Hong Kong Coup Attempt

By March 16, 2000 I had received numerous phone calls and have had several personal conversations in which people have asked me not to remain silent on the recent attack by certain officials of the USAWKF. After sending out a letter to clarify the case on January 12, I have been reluctant to write more about the case for a few reasons.
1. The accusations were groundless, as was clearly explained in my letter dated January 12. If the accusations were legitimate, then I am entitled to due process, which was never conducted.
2. The vote taken during the Hong Kong event was invalid, and was understood by many people to be constitutionally, politically, and morally incorrect.
3. More importantly, certain officials involved in the coup had expressed deep regrets, and further exposing the details of the case reveal that there was inappropriate involvement that may jeopardize their future involvement in the Wushu community.
4. I sought to prevent a sharp conflict that would damage the cooperation within the Wushu community.
5. Around January 10, Liu Yu and Shawn Liu both asked if there were a way to provide an exit for Jeff Bolt, for the attempt he couldn't bring to fruition, because he has started something that cannot be successfully completed.

The above explains why I have been reluctant to express more, and I had hoped that what was wrong would be in the past with the least possible damage done. After receiving Pat Rice's and Daphne Curtis' letters last week, it is clear to me that more actions and information are needed to help the public understand the truth of this incident so that people will not be misled by false and inaccurate information, especially regarding the motives of the coup attempt.

November 2 Voting Ballot Sent out by Jeff Bolt
I would like to begin by showing you a letter which is the ballot that was sent out for vote by Jeff Bolt on November 2, 1999. Please note the following:
1. The letter was sent out to the Board of Directors, however, Anthony Goh, who is the President of USAWKF and a member of said Board, is not listed as a recipient and was not informed of the vote.
2. The letter was sent on a letterhead with Jeff Bolt's address, even though the by-laws state that the address of the headquarters of USAWKF is where the President resides.
3. The letter requested for the ballot to be sent back on the same day but also stated that the vote was not being conducted in haste or without due consideration.
4. The letter did not state the nature of the accusations, which is constitutionally incorrect because any accused person is entitled to due process.

The vote was conducted in this manner.
1. One of the Board of Directors, when he found out that the so-called emergency was a lie, immediately withdrew his vote within several hours of the original vote, but was told that it was too late to do so.
2. One of the Board of Directors never voted but was claimed that this was the "most rediculous vote I've ever participated in my life."
3. One of the Board of Directors never voted but was claimed by Jeff Bolt to have voted.
4. I, a member of the Board of Directors, was purposely not informed of the vote and the accusations brought against me.
5. Members of other organizations were engaged to create pressure, using threat and false information to influence the decisions of the Board Members.

Jeff Bolt's November 2 Letter to IWuF
On November 2, the same day the vote took place, Jeff Bolt sent a letter to IWuF claiming the following:
1. That it was the "official notice" that Anthony Goh may no longer represent USAWKF in any manner.
2. Any and all nominees to any IWuF position submitted on behalf of USAWKF by Anthony Goh should be considered void.
3. That Jeff Bolt had become the acting president of USAWKF, and that any and all official correspondence should be forwarded to his attention

Jeff Bolt's November 8 Letter to Chinese Embassy in Washingon, DC
On November 8, 1999, a letter entitled "Notification of Change in the USAWKF Presidency" was sent out by Jeff Bolt to many of the officials of the Embassy of the People's Republic of China in Washington, DC. The date of the letter is one day after the closing ceremonies of the Fifth World Wushu Championships in Hong Kong before the US Team had even returned home. This letter was sent out before any and all USAWKF officials and members, besides the Board of Directors, were aware of the attempted "changes in leadership." In this letter Jeff claimed the following:
1. That it is the official notice that Anthony Goh is no longer President of USAWKF and therefore will no longer represent USAWKF in any manner.
2. That Jeff Bolt had become the acting president and that any and all official correspondence regarding USAWKF should be forwarded to his attention.
3. That the USAWKF Board of Directors were the recipients of carbon copies of the letter (Anthony Goh, even though he was a member of the Board of Directors, was informed by Embassy officials of this letter at a later date).

The letter to IWuF and the Chinese Embassy contains information that Jeff himself later contradicted in his letters dated January 23, mainly that I am still the President of USAWKF. These actions and declarations intended to achieve a cladestine goal certainly disgraced our Federation.

Legal Counsel and Secretary General's Response
1. Enclosed please find the letter sent by USAWKF Legal Counsel Mr. David Feigelson dated November 29 stating that the ballot taken on November 2 violates the USAWKF constitution and is therefore invalid.
2. Enclosed please find the letter sent by Mr. Carl Hyden, Secretary General of USAWKF, and an expert in parliamentary procedures stating that the actions taken in Hong Kong are not consistent with the bylaws of USAWKF.
3. Also enclosed is Mr. Carl Hyden's letter to all officials dated February 21 showing how certain members of the Board of Directors are acting outside the bylaws and their authority, and the proper parliamentary procedure was not followed.

Jimmy Wong's and Liu Yu's Resignation were Confirmed and Accepted
There are so many inaccuracies existing in the letters presented by Jeff Bolt, Pat Rice, and Daphne Curtis. I would like to discuss the issues with the legitimacy of Jimmy Wong and Liu Yu resigning as Members of the Board.

Enclosed please find the letters of resignation submitted by Jimmy Wong on November 6 and Liu Yu on November 16. Also enclosed is my acceptance of those resignations on behalf of USAWKF on December 10. Since the submission of their resignations, the Board has not received any written withdrawal of such resignation, and since at no point was I not President, my acceptace on behalf of the Federation is valid. Although such acceptance does not requrie a vote, I had consulted with James Yu, Shawn Liu, and Mike Barry; therefore, four of the seven remaining Board members were aware of and in agreement with the resignations. Any other arrangements without the Board's awareness are invalid.

Below is some information I gathered in my communication with Jimmy Wong and Liu Yu regarding their involvement in the coup attempt:

My Communication with Liu Yu
1. On the evening of November 5, two days after that IWuF Congress in Hong Kong, I had dinner with Liu Yu and we talked for several hours. We also had lunch on November 7. She conveyed the following to me:
a. She claimed that she had been used by Jeff, Nick and Pat, and she was disgusted by their behavior and would not associate with them after the Hong Kong event. I believe she proved this by resigning afterward.
b. While she disagreed with the IWuF Technical Committee appointment, she expressed regret regarding the coup attempt but thinks that people will not change the vote because they would lose face in the Wushu community.
c. Too many people outside the Board of Directors had been involved in the coup attempt.
2. Upon my return to the US, I received a letter of resignation from her on November 16. When I talked to her, she told me that Nick Gracenin has called herr continuously, pressuring her into voting me off the Board of Directors. She thinks this is going too far and it is too harsh, and that her resignation would allow me to "fix the problem."
3. From my communciation with Liu Yu, I also learned the following:
a. Jeff Bolt suggested to have Nick Gracenin continue his position as IWuF Executive Committmee Member.
b. Nick Gracenin was the one who designed the proposal of the "no confidence" vote.

During my many communications with her since Hong Kong, she has been very firm about her resignation.

In early January, Liu Yu informed me that those involved in the coup attempt intended to initiate some kind of tax audit as a way to possibly discredit or embarrass me. I told her that the books are kept properly, and as I am not in this for profit, I am not worried about such an investigation. I wondered how they were going to being this, and then we received Pat Rice's letter dated 3/8/2000.

My Communication with Jimmy Wong
Prior to his departure for Hong Kong,, I called Jimmy and he warned me that "China will destroy" me in Hong Kong, but I told him I didn't believe that such an action could take place with logical boundaries. During Malee Khow's tournament, on the evening of December 5, Jimmy Won, Lu Xiaoling, Martha Burr, Tat Maw Wong and I had a meeting for three and a half hours. During that discussion, Jimmy repeatedly insisted on his resignation as a Board Member. He had also conveyed to one of us that Chinese officials were involved in the attempt. I have reason to believe that his resignation was party due to constant pressure from Tai Yim to continue with another vote to remove me from the Board of Directors. In the same attempt I believe Liu Yu was pressured by Nick Gracenin. Liu Yu and Jimmy Wong have been friends for many years, even though we have had our disagreements, and I gbelieve they do not agree with others in their extremely harsh actions against me.

I have received no withdrawal of resignation, either verbal or written, from Jimmy. These are some of the things we discussed and communicated:
1. Although he communicated with Tai Yim frequently regarding the coup attempt, Jimmy claimed that he was not the first one to solicit his participation.
2. When I asked him if he thought the coup attempt was the right hting to do, he insisted upon his refusal to comment.
3. He said that Nick Gracenin was most angry about his position being terminated when I told him that his was the decision made by IWuF a year ago. He told me that I should have done it differently. It was obvious to me that he has no idea about IWuF procedures regarding this issue.
4. He didn't havemuch knowledge about Li Jie's issue and my actions in Hong Kong, even though he voted on the issue.
5. He claimed that he had started a Taijiquan organization in October 1999, and he understood that there may be a conflict of interest. Departure from the USAWKF Board of Directors is a necessary step for him.
6. He will not discuss further about this issue or USAWKF, since he is now out of the Board of Directors. He will not return calls unless the purpose of the call is specified, and should not pertain to this issue.

In Jeff Bolt's letter dated January 23, 2000, third item on page 1, he states that "In fairness to the President and in accordance with proper parliamentary procedure, the Board did NOT remove the President but asked him to resign." However on page 4 of his "Setting the Record Straight" letter of the same date, item #3, Jeff claims that Jimmy Wong and Liu Yu were allowed to believe that I am no longer President, and therefore my acceptance of their resignations was a "moot point." While Jeff himself believed that I am still President since I was not removed or resigned, he conveniently allowed Jimmy and Liu to believe the opposite to serve his own interests. I think this is very disrespectful to both of them.

Jimmy Wong and Liu Yu are no longer Board members and their initial participation in the coup attempt should not be used against them in order to include them in the continuance of the attempt, in which they seem to longer care to participate.

The Mysterious Majority Vote Claimed by Jeff Bolt and His Personal Board
After Hong Kong, Jeff Bolt has sent out numerous documents stating this his actions have the majority vote of the USAWKF Board of Directors. In his letter dated Jan 23, he claims numerous majority vote decisions were made. Until I received Daphne's letter dated march 9, I was unaware that he held a "Board meeting" on January 22 and 23. It should be understood by all that there are currently only seven Board members, and that I am aware that four of the remaining Board members never recieved ballots to vote or notices from Jeff Bolt regarding those issues. He continued to claim mysteriously that his words and actions have the support of the majority. How can Jeff Bolt, Nick Gracenin and Pat Rice constitute a majority? Moreover, the majority of the Board members were never even aware of his "majority vote" until after the fact, when they recieved notices of the "decision." It is obvious to me that Jeff Bolt now owns a personal Board and issues of discussions and decisions were not shared among all of the Board members. regardless of reality, Jeff Bolt continues to believe what he wants to believe, and is making various claims with his two other personal Board members. Such mysterious claims are definitely invalid.

Jeff Bolt and his Personal USAWKF Office
Beginning November 2, Jeff Bolt had been sending notices on USAWKF letterhead with his personal address. The bylaws clearly state that the Headquarters of the Federation is where the President resides. While Jeff recognizes the fact I have neither been removed nor have I stepped down, he continues to act in this unlawful manner, a clear and serious violation of the bylaws, that misleads and confuses USAWKF Officials and members.

Accusations of Anthony Goh acting against majority of the Board regarding IWuF Technical Committee Appointment
On October 25, I sent out a letter informing the Board that nominations by USAWKF regarding the IWuF Technical Committee Appointment were not necessary as it is based on the decision of PAWF instead; no actions from USAWKF were necessary. I received no response from my letter. The next response I got from his issue was the attempted coup in Hong Kong. I understand the coup was designed and executed in one day, on November 2. From October 25 to November 2, there were eight full days to respond to that letter; however, it was decided instead to attempt this coup in 12 hours. So far the constant accusation that my actions were illegal are strictly a metter of opinion; explaining that the nomination procedure is unnecessary should not be considered to be against the majority vote, not to mention that technically I received only four votes for each method. A confirmation of such violations should be determined before punitive action can be taken. Against, due process is missing from these actions.

My Proposal of Vote of No Confidence to Li Jie
Prior to our departure for Hong Kong, the majority of the Board were aware that this issue had come to an end. I made this proposal on August 1, and if the Board considered this proposal a major issue that requires the Board's approval, there were at least a couple months in which to raise this issue, and a decision on this issue could have been made. I definitely did not agree that this is a personal issue (I have enclosed two initial letters of communication with Li Jie, which tells you that I was conducting on behalf of the Federation and not personally. More letters to Ji Jie are available upon request). In these letters, I stood up for the Federation and will not accept any unreasonable treatment towards USAWKF. Again, I did not receive any response regarding this issue from any of the Board members prior to Hong Kong. The first and only response I received was a coup attempt.

My Conflict with Li Jie Provides Wonderful Oppurtunity for Opportunists
It is obvious to me that certain Board members used my conflict with Li Jie as an excuse to conduct a coup. My conflict provides a wonderful oppurtunity for the following people:
1. Certain Chinese Officials seek an oppurtunity for a puppet president in the United States.
2. Individuals of other organizations are encouraging the internal destruction of USAWKF, and wish for a chinese to position themselves with the Chinese Wushu Officials.
3. This change of leadership would also provide hope for USAWKF Officials who are either not qualified or not entitled to certain IWuF positions. It would be an oppurtunity for them to gain those positions through the favor of Chinese Officials involved.
4. This conflict was also used to threaten certain U.S. officials who were not familiar with Chinese government operation; that they would encounter revenge from the Chinese Wushu officials in their wushu involvement with China should they choose to support me.

Certainly, these actions taken at the expense of the Federation show a great disregard toward the success of the organization, and the trust of its members.

The Mysterious "Emergency" in Hong Kong
Jeff Bolt continued to claim that due to an "emergency," he had to preside over the Board meeting without the President; however, the bylaws clearly state that the President presides over Board meetings. He claimed that it was not stated in the bylaws that the President presides over all Board meetings. I certainly did not find in the bylaws that the vice president can call an "emergency meeting" if the President goes to Hong Kong.

The nonexistent emergency created through lies claiming that I was making a chaos in Hong Kong was intended to deceive, confuse and pressure the Board members to hastily support the coup attempt. It is a low tactic that is certainly destructive to the cooperation and trust among members of the Federation.

Why I have not Stepped Down as President
1. I will not step down as a result of the coup attempt, with accusations that are groundless and designed to discredit my reputation and integrity.
2. For almost seven years, I have religiously invested my time, money and almost all of my recourses to help build the organization into what it is today. I believe in the mission of the Federation, and many other people, including promoters, teacchers volunteers, donors, and people who have loaned money to the Federation believe in my leadership and the goals the organization was founded to achieve. When the time comes for a change in leadership, it should be done in an open, fair, procedural, and responsibly manner to continue its sound operation.
3. I have worked with many of the coup members for years. Their past actions demonstrate that some of them do not see beyond self interest and power. Their ability and integrity and dedication are certainly questionable in running the Federation. Believe me, there are times I am so disgusted with this rediculous coup attempt that I feel like quitting. However, that would be very irresponsible of me to put my personal feelings above the goal of the Federation and above my responsibilities as President. That would greatly disappoint those that have trusted me and invested in the Federation.

The Coup Attempt Initiators are Responsible for the Damage Done to USAWKF
In summary, a coup attempt involved with certain Chinese officials, members of other organizations, and members of the USAWKF Board of Directors failed due to constitutionally incorrect actions, and due to the fact that those Chinese officials failed to deliver on their promises. Members who initiated such an attempt are largely responsible for the damage done to the Federation internally, as they chose to use such unprofessional, destructive and malicious methods to deal with a conflict. When they couldn't find an exit for the attempt, they continnued to ignore the legality and parliamentary procedures required for such disputes. It is obvious to me that immediate notice sent by Jeff Bolt to IWuF and the Chinese embassy in early November, is to unseat my position with IWuF as an executive member and to precent me from complaining to the Chinese Embassy, through which I have complained about Wu Bin's inappropriate intervention in US domestic affairs in the past.

Why the Coup Attempt is Continuing and What You Should Be Aware Of
I believe that the coup attempt is continuing for the following reasons:
1. As this thing prolongs, Chinese Officials involved are worried that their superiors will find out about their inappropriate involvement in the domestic affairs of a foreign country, a practice that the Chinese government prohibits.
2. The "agents" need to prove that they are not "useless" as the Chinese Officials will soon abandon them if this is what they are.
3. Members involved in the coup attempt started something so bizarre, which I consider clever, yet stupid, certainly extremely destructive and near0sighted, it is like riding on the tiger right now, and they cannot get off, a sad condition that they have created for themselves and others. At the same time, they are constantly assured by the "agent" that the Chinese are ready to accept them if they succeed. To some of them, Chinese official's consent means carte blanche, and that proper prodecure need not to be followed.

Jeff Bolt conducted another silent attempt, but failed January 19, 2000 as he could not get enough votes to pursue. He was constantly pressured people to vote in his favor; a common tactic is to have varous people barrage one individual in order to sway his/her vote. He quoted remarks from other people, and manipulated their words. For example, Nick Scrima has mentioned that if he is Anthony Goh, he would leave because he would not be able to work in the same room with the people who had done this to him. Mike Barry said that after what Anthony Goh has invested and worked for, and this happened to him, he would have left the Federation as well. However, Jeff quoted them both as saying that they would like Anthony Goh to step down.

Jeff Bolt threatened to dismiss USAWKF's Official Legal Counsel because he did not intrepret the bylaws according Jeff's wishes. Jeff has also threatened to change or omit certain sections of the bylaws which are hindering his coup attempt. He continues to conduct his personal Board meeting and to claim that he has the backing of a majority vote when he actually does not. He is setting up another USAWKF Headquarters even though he has no right to do so. He is working extremely hard to portray me as a tyrant and to manipulate people into believing that the conflict was a legitimate issue that warranted a coup.

While they might have a common goal at this time, the suppoorts of the coup have no real interest in working together for a long period of time. If you observe carefully, certain members of the coup attempt never positively suppoorted the Federation, especially during its most difficult times. I believe that just acting on self-interest alone is not a good quality in a leader for our Federation.

What should you do? I hope that you, as a member of the Chinese martial arts community, will raise your voice against such an act that has greatly disgraced the entire U.S. wushu community.

More Information and Documents Upon Request
I hope this letter and the attached documents provide a better understanding of the unfortunate coup attempt. I understand that the complexity of this incident is confusing to many of you, as it took me a long time to gather the facts to have a good understanding of the situation as well. I will be happy to talk to anyone who has any questions regarding this matter, or provide additional documents or information necessary for a clearer understanding of this issue.

There are a number of facets of this entire coup attempt that have raised questions form various individuals
1. Why was Anthony Goh purposely not informed of the accusations and that the vote was in progress?

2. Why did Pat, Nick and Liu Yu leave unusually early for the World Wushu Championships (October 29, 1999)?

3. Why was it too late for Mike Barry to rescind his vote a few hours after it was given? By the same tokemn, why is Jeff claiming that Liu Yu and Jimmy Wong can rescind their resignations weeks or months after they were given?

4. Knowing that there is no due process, and that Board members who were deceived will find out the truth regarding the fake emergency in Hong Kong, why did they go ahead with the coup attempt?

5. Why was Tai Yim involved in the first place?

6. Why would Bill Charyk, a US attorney, provide legal advice for the coup attempt and not advise that due process is required?

7. Why did Jimmy Wong vote on the Li Jie issue when he apparently didn't even understand it?

8. Why do Liu Yu and Jimmy Wong remain silent when their names are repeatedly being used even though they resigned?

9. What is the bait that the Chinese special interest group is offering to Tai Yim, Nick Gracenin, and Pat Rice?

10. Why did the Chinese special interest group that helped to plan and instruct the coup attempt fail to deliver on their promise?

11. Who was the one to assure certain Board of Directors that Chinese Officials' support of the coup is in place prior to departure for Hong Kong?

12. Who was the one to call Jeff on November 2 to trigger the coup attempt, confirming the suppoort of Chinese Officials was in place?

13. Who are the people involved in the plan to unseat Jeff Bolt if the coup attempt had succeeded, as some of the people do not think that he has enough seniority nor is good enough to be the leader, as well not wanting to follow him because they believe he would let Pat and Nick run the show?

14. Why was the agenda that I proposed on August 1 only included in the IWuF Executive Committee Meeting, but not sent out to IWuF member associations a month prior to the Congress as required by the IWuF constitution, and also not presented to the Congress in November?

15. I have been the President of the Federation for almost seven years. Why is it that since the Hong Kong incident, Jeff Bolt and his crew are desperately trying to remove me as if one more minute of my presidency would be too long?

It is imperative to not suppoort a group whose methid to seize power is to start a coup attempt with lies and unethical tactics when the President is representing the Federation in an international arena. It is also essential not to support a coup group who were instructed by foreign government officials to overthrow its own President. We must not let this become a precedent in Wushu politics in the U.S.
