Re: Meeting in Japan



Dear Mr. Li:

I have received your faxes dated April 29th, May 10th, and May 17th, 2001 asking me to attend a meeting in Japan on May 25th, 2001 to discuss the USAWKF dispute.

1. I am writing to let you know that I will not be attending the above meeting for the following reasons:
a. To have another IWuF meeting discussing the USAWKF dispute is conflicting with the resolution made by the IWuF Executive Committee during the last meeting held in Kuala Lumpur on June 20th, 2000, when President Wu Shaozu, based on the information you and your associates provided, unexpectedly and wrongly announced that Anthony Goh is no longer the President of USAWKF. After the Executive Committee Members learned about inappropriate foreign involvement in US matters, a resolution was issued stating that IWuF will not interfere with the USAWKF domestic dispute. It was also stated in the minutes of that meeting as well.

b. As the President of USAWKF, I do not authorize you or recognize your authority to host such an arbitration meeting on behalf of USAWKF, and I do not trust your integrity and impartiality in hosting/participating in the resolution of this dispute.

c. There is no reason to attend an arbitration meeting in another country (Japan) for a domestic dispute of a member-nation between a President and his Vice President. A Vice President is not to be considered as another President. Such a thing would set a terribly, far-reaching precedent with unpredictable effects on other IWuF member-organizations.

d. I did not participated in nor was I aware of the decision to hold such a meeting. As a member of the IWuF Executive Committee, the President of USAWKF, and the President of PAWF, I was not informed of how and who decided to hold this meeting. I disagree that such a meeting should be held.

e. Jeff Bolt is not authorized or delegated by the President to represent USAWKF in any capacity, including attending this meeting.

f. Only the US judicial system would have the final say in a US non-profit corporation board dispute.

g. I have already made a full report on the USAWKF dispute on October 20th, 2000 as requested by the IWuF Executive Committee during the June 20th, 2000 meeting.

2. Jeff Bolt has no right and is not authorized to represent the USAWKF for the following reasons:

a. He has not attended the USAWKF officially held annual meetings for two years. The USAWKF bylaws provide that officials who are not active in the Federation's official business for over a year may be removed.

b. Jeff Bolt has not been a member of USAWKF since March 28th, 1998. He chose not to renew his membership when he was reminded to do so on January 30th, 2001. As such, he is " unable to act" according to the USAWKF regulations.

c. He is the one responsible for all the illegal activities he initiated and conducted for the last year and a half. His representation in the above meeting will continue to be a part of his illegal activities and will be invalid. Your support will not legalize or validate his actions.

d. Even if he still is a Vice President, he can only act as delegated by the President, as stated in the bylaws "The Vice-Presidents shall act as assistants to the President as he or she designates." In this case, he is absolutely not authorized to act. Again, he is not to be wrongly treated as another President, as you are currently doing.

e. Jeff Bolt's so called "Board of Directors" consists, in part, of three people who are not legally elected as members of the USAWKF Board of Directors and cannot/do not represent the Federation.

f. Jeff Bolt's current actions and activities do not represent the legal entity of USAWKF, they are inconsistent with USAWKF bylaws and Maryland State law. Jeff Bolt has no authority whatsoever to act on behalf of USAWKF. He has chosen to have his personal/separate board of directors, president, bylaws, national tournament, business office, etc. USAWKF is not responsible for his conduct and activities, and will not be bound by his actions.

3. Your involvement in the US coup attempt and its illegal activities

a. Without you and Wu Bin's support and involvement, the US coup attempt would not have taken place.

b. You and Wu Bin attempted to use the positions of the IWuF Executive and Technical Committee, available to the US, as rewards for the coup attempt members' illegal activities.

c. The Bolt Group dared to abandon every rule to conduct the coup attempt because they believed that they could succeed with your support.

d. Ms. Li Yapei, with your approval, provided written documents on behalf of IWuF to support Jeff Bolt's false claim of his presidency. Bolt group used these false documents to harass Pan American Wushu Federation (PAWF) Board of Directors in an attempt to change the PAWF presidency.

e. You and your associates intentionally provided President Wu Shaozu false information to announce at the June 20th, 2000 meeting that Anthony Goh is no longer the President of USAWKF in an attempt to remove me from the Executive Committee. Opposed by Executive Committee members, your attempt failed.

f. While changing the title of President to Vice President, you continue to ignore proper protocol by continuing to communicate with Jeff Bolt despite the request of PAWF, announced on September 12th, 2000.

g. The Bolt Group received encouragement from you and your associates to conduct another team trials to select another US team for the 6th World Championships, even though it would create confusion and frustration among the US athletes. The purpose for you to call the meeting in Japan is to find a way to allow the illegal team to compete in the upcoming World Championships in Armenia, even though the Bolt Group has absolutely no right to take a team. You are desperate in calling this meeting in Japan as the Bolt Group is impatient and frustrated with you for having repeatedly failed them in providing the support you and Wu Bin have promised.

Attached please find copies the entry forms (Attachment A and B) to the 6th WWC, submitted by Jeff Bolt on April 26th, 2001. Please note that he falsely claimed himself as the president of USAWKF, and provided a counterfeit corporation seal on the forms. The ability, judgment, and integrity of the staff of the IWuF Secretariat would be in serious question if they allowed or accepted entry forms that are submitted in this manner.

4. The "Hearing in Japan" will be invalid and of no effect whatsoever even if you insist on proceeding as you stated in your May 17th letter, for the following reasons:
a. It is in conflict with the resolution made during the June 20th, 2000 IWuF Executive meeting.

b. It is not a properly called IWuF Executive Committee meeting, and without a quorum present, the decisions made are non-binding.

c. USAWKF and PAWF will not accept the results of an invalid meeting.


Mr. Li, may I remind you that your actions are endangering the integrity and reputation of IWuF and may expose IWuF to legal liabilities, including claims that could be brought from USAWKF officials, members and athletes who suffer from your improper involvement in the US coup attempt. Your immediate withdrawal from this matter is imperative.
